The City of McCook acquired property within their community to develop a City Facility Campus, intended to include a new municipal fire station, new city offices, and a new law enforcement center.  The City chose Prochaska & Associates to develop a campus master plan and a schematic floor plan in preparation for a bond election regarding the project.  Following the successful bond campaign, Prochaska & Associates was hired to continue with the design and construction of the new municipal building.

The facility needed to fit within the limited available property, provide public accessibility to all departments, provide 5 drive-through garage bays for fire vehicles, provide sloped roofs, and also deal with a 28 foot diagonal cross slope on the site.  The City also reduced the original project estimate by over $1,000,000.

To accomplish these goals, the building was planned on two levels, the lower floor set into the existing grade on its northwest side.  The upper floor is set on grade on the high side of the site, providing convenient access for fire vehicles from two separate streets.  The lower floor is also on grade on the low side of the site.

A single main entrance provides convenient public access to all departments in the building from a common lobby.  The two story open lobby space has an open stair and elevator for accessibility.  The City Offices, Police Department, Fire Department, City Council Chambers and Community Meeting Rooms may all be reached from this common area.  The tight budget required a very efficient layout, built as a hybrid structure of metal and masonry.
